An Internal Audit Report on alleged financial impropriety at the Koidu New Sembehun City Council has been duly submitted to the outgoing Minister of Finance and Economic Development, Dr. Kaifala Marah.

In the thirty-page report submitted by the Acting Director of Local Government Finance Department, Mr. Alpha Umaru Jalloh, the democratically elected Koidu City Mayor, His Worship Saa Emerson Lamina was not found wanting of any of the allegations levied against him by a protégé of the outgoing Local Government Minister, Diana Konomanyi.

The report clearly shows that, the illegally suspended Mayor of Koidu New Sembehun City Council is a victim of political victimization in the hands of Diana Konomanyi and her political backers at State House.

The Global Times is now studying the report and will publish it in its entirety after the Easter break.

Meanwhile, the illegally suspended Mayor has refused to comment on the report when he was contacted by the Global Times late last night.

Re: Submission Of Special Investigation Report on Alleged Financial Impropriety Of Own Source Revenue Of The Koidu New Sembehun City Council For The Year Ended 31st December, 2015

You would recall that the Director Internal Audit was requested to conduct a special investigation following a letter dated 19th December, 2015 by the Finance Officer, Koidu New Sembehun City Council on “Withdrawals without documentations and incorrect procedures” and a query letter dated 21st December 2015 by the Mayor of Koidu New Sembehun City Council.

On the basis of the above, I forward herewith the Internal Audit Report with findings and recommendations on the matters investigated.

Given the nature of cross-cutting (management, human resource, and financial) issues addressed in the report, I advise that the Ministry of Local Government and Rural Development collaborates with MOFED and appoint a team that will look into the findings and recommendations of the report and thereafter advice the Ministers of MOFED and MLGRD accordingly.
