By 1992 when the NPRC took over, television broadcasts had been moribund with a then Sierra Leone Broadcasting Services which had so many challenges despite the fact that it was the earliest English Language radio broadcast service in West Africa established in 1963.

In 1993, as Secretary of State for Information and Broadcasting, then Capt. Julius Maada Bio was poised to revamp our national treasure, SLBS and establish a TV station for the good of the people of Sierra Leone.

Recounting his efforts 22 years ago, Rtd. Brig. Bio said: “I was very determined to establish a TV station of the SLBS/TV as Secretary of State for Information and Broadcasting. That venture was to cost the government huge amount of money but I used my personal efforts to ensure we have a TV station for the benefit of the people of Sierra Leone. I feel humbled that it was part of what we achieved in NPRC.”

In recognition of his personal efforts, by 1994 while then Capt. Julius Maada Bio had been appointed as Deputy Chairman and Chief Secretary of State, he was given the honour to unveil the plaque for the official opening of the TV station of the then SLBS/TV.

On 14 February 1994, at the premises of the then Sierra Leone Broadcasting Services a plaque was unveiled which read:

“TO THE GLORY OF GOD AND THE BENEFIT OF THE PEOPLE OF SIERRA LEONE, THIS COMMEMORATIVE PLAQUE WAS UNVEILED BY THE DEPUTY CHAIRMAN OF THE NPRC AND CHIEF SECRETARY OF STATE, CAPT. JULIUS MAADA BIO ON MONDAY 14 FEB. 1994 TO MARK THE COMMISSIONING AND OFFICIAL OPENING OF THE RE-ESTABLISHED TV STATION OF THE SLBS/TV”.
